"Since last year, in Russia there are different ideas on how to regulate the circulation of cryptocurrency and token, as the shaping of conditions of mining organizations and conduct ICO, - said the head of the Republic. But to date, not formulated a unified concept of development of the digital economy, is no consolidated position of the authorities and the business community."
Alexander Brechalov noted that the draft Federal laws "On digital of financial assets" and "About alternative ways of attracting investment (crowdfunding)" do not meet the goals of reducing public risks (money-laundering and the financing of terrorism, the erosion of the tax base). The proposed legislative initiative does not set the framework for development cryptoeconomy: the organization of work of cripture, taxation of transactions with cryptocurrencies and the income from their receipt, procedure of transfer of funds to the Bank account from the sale of crypto-currencies and tokens.
At the same time, the bill is overly regulated process of the ICO. All of these factors in the rapid development of the market will lead to withdrawal of companies in the jurisdiction where process details are not regulated by the ICO, but created systemic conditions for work.
The head of Udmurtia said that for the development of blockchain technologies and cryptoeconomy need at the Federal level to make legislative changes that will create a regulatory framework and conditions for business development.
"It sounded important idea that it is possible not to introduce any new financial instruments or elements of the digital economy across the country, and to select a pilot site. Udmurtia is ready to become the very "sandbox" for testing things that have been described here. (...) In the world so rapidly changes that the format of an abundance of caution sometimes puts us in a position of catch-up, and as we all know, very difficult," - said Alexander Brechalov.
At the hearings was made by First Deputy Chairman of RF Government Igor Shuvalov. He noted that a new quality of life and the Russian economy cannot be achieved without the development of digital technologies. Deputy Prime Minister paid special attention to issues of cybersecurity. He said that in this direction will have to work. According to him, not actively developing digital technology, "according to the quality of life we will be far behind the advanced countries".
Concluding the hearing, the Chairman of the State Duma Vyacheslav Volodin assured that all the proposals of the participants of today's business meetings will be reviewed and summarized by the state Duma Committee on financial market.
